Returning Citizens Opportunity to Succeed Amendment Act took effect on October 1st, 2018. This bill waives fees for certificate of birth (District-born residents), motor vehicle operator’s permit, learner’s permit, and Non-Driver Identification for returning citizens released from the Federal Bureau of Prisons within the last 12 months.
