The Illinois State Commission on Criminal Justice and Sentencing Reform’s Final Report presents a set of 14 recommendations. In Part I, the Commission has focused primarily (although not exclusively) on foundational reforms that are necessary to ensure the success of other recommendations, regardless of whether the recommendations themselves would reduce the prison population.
