“Last month marked the 10th anniversary of the federal Second Chance Act, which has provided aid for state and federal prisoner reentry programs. President Trump declared April “Second Chance Month” to bring attention to programs that “provide opportunities for people with criminal records to earn an honest second chance.”  Over 90 percent of state and federal prisoners are released at some point, and between nine and 12 million people cycle in and out of jails each year.
