John Bel Edwards is expected to make his big push to change criminal sentencing laws and reduce Louisiana’s highest-in-the-world incarceration rate during the Legislature‘s regular session starting April 10. But quietly, Edwards has already been putting some of what he says he wants to do into practice on a small scale, as he considers commuting prison terms for inmates already serving time.”
