“Trying to fix the criminal justice system by lavishing attention on the back end of the system is like trying to fix a leaky roof by investing in a better mop… In short, we’re sending addicts to prison in alarming numbers. And this survey, though it is the most recent available, is now more than a decade old, which means it does not reflect the ravages of the heroin and prescription pain killer epidemics … And it is no answer to point out that we have shuttered our out-of-custody treatment facilities. Sending addicts to prison so they can get treatment is like sending children to reform school so they can escape gun violence.”
