James Owens was wrongfully convicted and forced into a controversial plea deal, spending two decades in prison for a murder he did not commit.  Now, the city of Baltimore is settling for $9 million after Owens successfully sued police detectives. “Owens’ payout adds to Baltimore’s growing tab for decades of misconduct by its police force.”
