“Hoping to capitalize on a passion for justice that raged in the aftermath of the Michael Brown killing in Ferguson, Missouri in 2014, state Sen. Mike Barrett, D-Lexington, is trying to generate public support for a slew of bills aimed at reforming the criminal justice system in Massachusetts.
“Barrett said intensity is building among state legislators to pass laws that would address so-called ‘fine time,’ or incarceration of the indigent for the inability to pay various fees to the court that should never be levied.”
