This Constitution Project report begins with a discussion on the current state of policing and the use of military equipment and tactics by state and local law enforcement. It focuses on the impact of militarization, not just on community policing, but also on constitutional rights and protections—with a focus on the First, Fourth, and Fourteenth Amendments. The Committee also addresses the impact of federal initiatives, from President Obama’s Task Force on 21st Century Policing to the interagency Law Enforcement Equipment Working Group assigned to examine  the federal government’s military equipment acquisition programs. This report’s 25 recommendations aim to inform and guide federal, state, and local policymakers, law enforcement agencies, and legal  and community advocates in building trust between communities and their  law enforcement officers.
