The Court Services and Offender Supervision Agency for the District of Columbia (CSOSA) has an opening for an Associate Director for Community Supervision Services Division. This position heads the Community Supervision Services, serving as an expert on the development and implementation of major operational policies, procedural, and guidance requirements for the Division. The Division supports the mission of the organization by initiating, developing, and implementing evidence-based supervision strategies, a variety of programmatic, administrative, analytical, and performance measures and metrics consistent with the mission and goals of the organization and the operational units in the Division. This position is part of CSOSA’s Executive Team.

Duties

Serves as the executive for planning, policy and program activities and services related to Community Supervision Services.
Serves as CSOSA’s primary representative in meetings with high-level internal and external officials to present and negotiate strategies for community supervision and investigative services and programs, and plays a key leadership role in the design of CSOSA’s administrative strategic and implementation plans.
Initiate, reviews, and/or discusses with CSOSAs Senior Executive Team programmatic offerings designed to improve offenders supervision outcomes. Identifies gaps in programmatic services required to improve offenders outcomes.
Facilitates operational efficiencies directed toward evidenced based programmatic strategies and initiatives to support mission-critical and priority objectives.
Ensures long-term planning of administrative support programs to support CSOSA’s strategic plan.
Participates in task forces and committees to respond to Congressional and regulatory inquiries.
Performs the full range of executive and managerial duties, assuming and exercising leadership responsibility for the entire spectrum of community supervision and investigative initiatives, programs, analytics and administrative functions, including supervising subordinate level managers who are responsible for a wide range of for the entire spectrum of community supervision and investigative initiatives, programs, analytics and administrative functions.

Qualifications

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications.
The 5 Executive Core Qualifications (ECQs) listed below describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed below. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs. A concise ECQ statement must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQ statement must not exceed a total of 10 pages.

ECQ 5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS:

The applicant is to provide a separate narrative statement for each of the following Mandatory Technical Qualifications (MTQs) that describes fully, but concisely, how his/her experience supports each of the following qualifications. The combined narrative statements should total no more than 10 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate applicants from consideration:
MTQ 1: Expert knowledge of criminal justice administration, evidence based practices research, best practices, community corrections trends, policies and programs and initiatives.
MTQ 2: Expert knowledge and understanding of the concepts, principles, and techniques to direct a program focused on strategies for effective community supervision.
MTQ 3: Demonstrated experience in writing to communicate guidance, policies, and procedures.
MTQ 4: Skill in briefing senior official at various levels throughout the Federal government.

EDUCATION:

There is no education substitution for the required qualifications.

SPECIAL REQUIREMENTS:

You must submit to a drug test and receive a negative drug test result before you can be appointed into this position.
Senior Executive Service potential appointees are subject to the statutory bar to employment if they fail to register under the Selective Service law (as appropriate).
Entrance on duty is contingent upon completion of a preliminary security clearance. You will need to successfully complete a background security investigation for retention in this position.
All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
