This report describes the investigation by the Office of the Inspector General (OIG), Oversight and Review Division, into an allegation that Pardon Attorney Ronald Rodgers withheld from, or misrepresented to, the President of the United States material information pertaining to the clemency application of Clarence Aaron. We undertook this investigation following a request from Representative Chaka Fattah in the wake of reports issued by Pro Publica and The Washington Post on May 13, 2012.
