The report,  Electronic Prisons:  The Operation of Ankle Monitoring in the Criminal Legal System, analyzes hundreds of agency records that govern the use of GPS ankle monitoring for people on pretrial release, probation, and parole in 44 states and Washington, D.C.  The report documents the extent to which monitoring deprives people of fundamental rights, violates basic privacy norms, extracts wealth, jeopardizes employment and undermines family and social relationships.
