But beneath this week’s headlines lie the reality: almost no one fits that definition. When the Bureau of Prisons last counted, in December, there were 26 people under age 18 in federal custody.
That’s because there are usually only two paths into federal custody for minors: commit a felony on tribal lands or in Washington, D.C., where the federal government handles prosecutions.”
