“Tomorrow, the Texas House Criminal Jurisprudence Committee will hear HB 1676 by James White, which would create an appellate public defender office to assist with capital cases comparable to the State Prosecuting Attorney on the prosecution side. On behalf of JustLiberty.org, your correspondent interviewed Amanda Marzullo, interim executive director of the Texas Defender Service, about the need for the bill. Ms. Marzullo last fall published the most detailed analysis available of direct capital appeals in Texas, and some of the findings were flat-out breathtaking.
